When I was there, it was good negative 10 in late Feb. The falls themselves were not frozen over, but lots of snow around and the mist freezing onto whatever it could grab a hold on, it was a magical experience. I’d be happy to get back in the same situation… or in summer, for a comparison!
I grew up an hour away from Niagara Falls so had plenty of visits. Likely won't make it this time around.
Summer is much nicer, though new years eve is also a great time to go.
