From Hertz's terms and conditions for Italy:

Basic insurance includes coverage for bodily injury and property damage incurred by third parties (i.e. bodily injury other than to the renter and other passengers in the Hertz vehicle or property damage other than to the Hertz vehicle) up to € 7,500,000.00.
