This page explains the Thifty PlatePass scheme for paying electronic (i.e. no cash) tolls.

The price of this varies from location to location.
When I got to the counter at Newark the agent told me it would be $25 per day. This covered the cost of any tolls I incurred.
I checked with her that if I declined this, I would pay $9.99 per day fee plus be liable for the actual cost of the tolls. This is what I believe the page linked above is saying when it states:
“PLEASE NOTE: If you decline the optional PlatePass All-Inclusive service at the start of the rental period, but still use electronic toll roads and/or bridges during the rental period (including “cashless” or “all electronic” toll roads and bridges, as noted above), you will be liable for and we will charge you: (a) all tolls incurred for such use (at the highest, undiscounted applicable toll rate); (b) a $9.99 usage day fee; and (c) all other applicable toll charges or fees, if any.”
She said this was wrong. I would be charged $9.99 per toll plus the toll itself. So if I hit three tolls in the same day I would be charged $29.97 plus whatever toll the toll operator charged.
I asked her to clarify this with the information on the website, and asked her what it meant when it said a "usage day fee". At first she said the information on the website was wrong. Then she said this was a daily charge in addition to the per toll fee. However, on exiting the lot I saw a sign that stated exactly the same information as on the website. Neither website nor the sign say anything about a per toll fee.
My question is: is there a day fee plus a per toll fee (both charged by Thrifty) plus the toll itself as the agent suggested? Or is there just a $9.99 day fee plus the toll fee (as the website and the sign sign imply)?
