I also wasn't targeted as a DL Platinum Amex holder, but when looking for something else under MySkymiles on the Delta.com website, I noticed Promotions in the menu on the left hand side. I took a look and under Available Promotions, there it was. So apparently I was eligible, despite no email. I simply slected the link to successfully enroll.
