Yes, you can access the Pier, First Class lounge on your transit in HKG.

For you reference, as a data point, there is no 'domestic' departure hall in HKG and everything is considered an international flight (i.e. to enter/leave HKG airport, you need to clear immigration). As a transit passenger, you won't encounter immigration.
