A few possible scenarios I can think of: (1) flights to mainland is also in the international departure hall and my boarding pass allows me to enter that area and the lounge; (2) flights to mainland is segregated but since I'm flying out of HKG the same day, I can go to the international departure hall and thus the lounge; or (3) flights to mainland is segregated and I'm not allowed to enter the international departure hall.

Yes, you can access the Pier, First Class lounge on your transit in HKG.
For you reference, as a data point, there is no 'domestic' departure hall in HKG and everything is considered an international flight (i.e. to enter/leave HKG airport, you need to clear immigration). As a transit passenger, you won't encounter immigration.
