FWIW, I run my own wireguard VPN on UDP 443 and never have problems being connected at Doha, meaning everything else is unblocked too.
1. He likely means that you can't run OpenVPN on non-default ports. Most modern firewalls recognise the application no matter what port you run it on.
2. Wireguard is better at not being recognised by firewalls and this likely means it either looks like regular DTLS or that they have left the "unknown udp" application unblocked.
