From the fine prints:
"If you are a current United Club member, you can apply for the United Club Card and be reimbursed for the unused portion of your United Club membership once approved for the card.****"

Moreover, annual fee for the card is cheaper than a UC membership, and you also have the option to use miles to pay for your card's annual fee, hence literally getting a free membership (albeit using some miles).
