Why would you want to transfer between T1 and T3 in 1 hour?
It's a small enough chance you will transfer between T1 and T3 at all, though LH does retain some interlining from I guess historical reasons with airlines which are currently T2 and will presumably move to T3 once it opens.
T3 will not make T1 less crowded at first, FRA fliers will have to suffer for a few more years until T2 is integrated into T1 (and then just hope that the transfers will be easier than they are now, even if distances will be larger...) Mentioning the C gates, at least it will be finally feasible to connect C gates to what is currently D gates area?
