That is not all that different from what happens in some outstations (notably but not exclusively CPT). Until T-60 minutes they can still sell seats for cash, at that time the flight closes and what is left over is made available for ‘space available’ upgrades. Only when the load is low and the algorithm shows a very small probability to sell the seats will they make them available earlier. At leats that’s my experience / understanding.
