I think you have a legitimate complaint that your reserved car reservation wasn't fulfilled; what exactly did you end up with? Your best bet of getting a some sort of compensation was at LGA (although if you were dealing with Errol at the Gold Desk, it's like a brick wall). I'd follow-up with Hertz via social media and see what they can do for you ($25 or $50 cert, for example).
