Yes, if you are Oneworld Emerald with QF, you have access to the QF F lounge before any Oneworld flight, even USA domestic, even in Y. However, I think you are confused about AA's lounge offering. The Flagship Lounge is available in T4 (for J and F, Oneworld Sapphire and Emerald) and is a fine J lounge. It just lacks a table service restaurant, which AA calls Flagship First Dining (it is the only part of Flagship Lounges that is exclusive to F) and which has never reopened within the LAX Flagship Lounge.
