But there is pre-clearance which is one of the reasons they don't offer Global Entry (which gives foreigners PreCheck) to Irish Citizens (next to the lack of a good ability to have the police provide a background check).

So, once we get a central criminal register that allows data exchange with the DHS I'm sure our government can ask the US again if we can be included in Global Entry.
