Does Delta not refund the miles on an unflown segment if travel has begun?
Or refund net of what a walk-up one way award would have been on the day of outbound travel? Or is it refunded based on the ticketed price?

Awards become non-refundable once travel has begun. While non-refundable, return awards on a roundtrip booking appear to still retain value for up to a year from issue date like non-refundable revenue fares. There are both one-way awards and awards with roundtrip booking requirements. If you redeem a roundtrip award level, it will likely not retain full value if not meeting roundtrip booking requirements when attempting to use the remaining award credit. Awards with roundtrip booking requirements have an 'R' in the middle of their fare basis codes (will also usually, but not always, have min stay requirements in fare rules).
