Thank you, meaning if the cancellation was "within the airline's control", and not due to weather or some other Act of God, right?

DL repeatedly keeps responding that KLM operated the flight and forwards the compensation request to them. Then I get a response from AF/KL saying that DL operated the cancelled flight and forwards it back. I'm trying to break the log jam here.
