It happens from time to time. The TfL buses operating around Heathrow don't really have any luggage storage space so most people put their cases in the disabled / buggy space. For fairly obvious reasons they generally don't permit more luggage if it's likely to cause an obstruction in an emergency. This is why getting on buses can be a bit of a scrum at the bus station.
