Sorry to bring this back to life but the same thing happened to me in 2024 - I booked a BA holiday that initially came up as Avis, but the paperwork said Budget. I picked up the hire car at an Avis/Budget location but couldn't add the rental agreement to my Avis Preferred profile. Such a strange system.
