What does it mean to "activate" an upgrade?

The alternate title to this thread could be "why do DL/VS make it so difficult to book with one and fly with the other?"

VS ticket, DL metal on domestic segments. I get you can't go on the upgrade list until the day on a VS ticket. However, much of the time I never seem to appear without asking. Even then, it's a pain.

This week, I got -

"That is forbidden on a VS ticket." Remained insistent even when shown the DL website. Twitter team said the same thing.

"You are on the list but the gate has to activate you." Not sure what that means. The gate sure didn't know.

Of course, didnt appear on the list either segment.

On a related note, it was (incorrect) news to me SC access is "not allowed" flying VS in UC. Apparently, I needed an Amex. When I noted that wasn't right, they asked me to confirm my FF number "for security."

Not exactly a seamless process.​​​​​​​
