I have been following this thread in the hopes of upgrading a Boundless card to the Ritz and I'm almost ready to do that.
Boundless card second anniversary coming up later this month with AF having always been charged on 11/1 both in 2022 and 2023. Do I need to upgrade before my anniversary or before this AF fee posts on 11/1 to ensure that I get the 85k certificate this year still? I don't want to mess this up and have to wait a whole other year to get the 85k cert.

Sounds like your Boundless is already over 1 yr old so that's good and means you can upgrade any time to Ritz.
I would definitely upgrade it to Ritz now/asap before AF posts. I strongly believe that by doing this, you will get the 85K cert when anniversary hits. (That's what I did years ago, i actually upg 2 months before anniv and got the ritz cert when anniv hit)
