I've said it before, this is a class action suit waiting to happen, frankly I'm surprised it hasn't happened already.

If a customer can't see what the gallon level is before or during the rental, no way they can enforce a refueling charge, which I think is why they immediately remove it whenever challenged. Their profit on this is based on those that don't challenge it and just pay.

Plus, to legitimately do this would require some verification of the calibration of the fuel measurement system. I'm sure any state's relevant agency in charge of weights and measures regulations would have a field day if someone really wanted to push the issue from a legality standpoint.
