So this means between 8-55 people can stream, assuming no other PAX are using any bandwidth.
Thankfully there are ways to reduce congestion - such as buffering while there is extra bandwidth, and adaptive streaming, where when speed is capped at say 4 mbit, Netflix will adapt bitrate to prevent hangs while loading.

A nice quote from a random person on the internet, but very accurate:
The bitrate of 4K from streaming services like Disney and Netflix is much, much lower than your UHD Blu-ray rips. They recommend having a 16-25 Mbps connection to stream 4K, but the average bitrate is even lower. It's closer to 6-10 Mbits. They just recommend a higher Internet connection because of how streaming works (small bursts of higher rates with a lot of idle time in between).

Netflix uses an adaptive bitrate, based on their own algorithms. If the algorithm feels that you will get an acceptable image quality with a lower bitrate with specific content, they will deliver that to you. It's dictated entirely by the scenes within the content. For example, content with more action tend to get more bitrate.
