That's not the case. I just put 5 F seats in my cart (on a flight that has J5 availability), and checked EF before and after doing that. Flight stays J5. And I can do the same on another browser while these are still in my cart on the first browser.

Indeed when booking hotel rooms that seems often to be the case, the website stating 'holding the room for 15 minutes'.
