For international flights who operates is important. Generally are country to country agreements on flights/seats/routes etc. And often rights for an airlines from our country matching airlines rights from their country (1:1). Many international fights have code share:- not that important. Are other international flight agreement types. For example the AU USA open skies agreement is not the norm.
Traffic rights are not the same as authority from aircraft regulators to safely operate commercial flights.For example VA1.0i took a long time to get USA regulator approval for its AU<---USA flights.
