The existence of award inventory is a good sign, as is plentiful cash fare inventory, but neither is a guarantee that an upgrade will clear instantly or at any time before departure.
In the era of bidding $$$ for upgrades... are voucher-holders basically last in line to have their upgrades cleared? Surely on many (especially long-haul) flights people will at least place a minimum bid in the hope that this goes through, which makes me wonder what then happens to voucher upgrade requests...
