Just my two cents: not necessarily. If you fly 3x per year in J from an outstation in Europe via AMS/CDG to the US (and back), for example, you'd probably only get little north of 300 (U)XP, but are still technically a plat who always flies in J.
I do agree however that having less people in the lounge is a terrible idea business wise. Full lounges mean either a lot of people paying for lounge access (doubt), but more importantly a lot of FFs loyal to the airline and a lot of J tickets sold - both are great for an airline and should be encouraged, provided the lounges grow with the amount of passengers eligible for lounge access.
