While FAA Category 2 does not prohibit US carriers from introducing new service there, it does prohibit Thai carriers from introducing new service to the US. And considering the tight relationship between TG and the Thai government, I find it hard to believe that they would approve a UA nonstop flight to the US until the FAA gives them back their Category 1 rating. I'm not saying it's impossible, but it would be a fairly big surprise.
