Did earlier (1 nt room with breakfast, + supposedly transfer one-way, reports of up to 2 nts for BC tickets) but stopped doing so in the past 5-6 months.

You need a visa (unless visa exempt) for transits (even I-I) > 12 hours. E-visas were provided "free" but you still had to pay the application fee, only if booked directly with SV, but it looks like even this benefit has gone.
