Yep, you can have (at least) two of the Citi Platinum cards at the same time, if you otherwise meet the qualifications when you apply for the second. The SUB will also be available to you IF it's been 4 years since the last time you earned it on that card.
I've been churning both the Citi Platinum and the Barclays cards for a decade now - 4 years between
awards for Citi, two years between
card approvals for Barclays.
