I am curious - if a flight operates as a charter, do different rules and regulations apply? E.g., I looked at the tarmac delay regulations, and they say that they apply to “all the flights of a certificated or commuter air carrier if the carrier operates scheduled passenger service or public charter service using any aircraft originally designed to have a passenger capacity of 30 or more seats” - but are there any differences for passengers on scheduled passenger service vs. public charter services?

Do AS public charter flights earn mileage plan credit? Partner airline credit?
