Apparently that meets IAH MCT - Consolidated IAH connection time/logistics-Domestic & International (see post #485 referencing increase to 40m in late October).

I'm not saying that's reasonable or sensible - but that's what United is willing to offer, and the risk it's willing to take to accommodate you on another flight if you miss a legal connection.
