Charged overweight luggage fee on layover

Hi all, I recently had an award ticket from BSL-AMS-IAH with the first leg in J and the second leg in the Y cabin. I had a 14 hour overnight layover in AMS and from my understanding should have had my luggage checked through but luckily I noticed that my bag tag was only through AMS during the flight.

I collected my bag and the next morning explained this to the agent at the sky priority checkin who told me I would still have to pay the overweight bag fee. I understand my status doesn’t provide additional weight on KLM (Delta Diamond/STE+) but surely when a bag is incorrectly short checked to a layover that charge is invalid. I submitted a contact on the website but wondering if I should bring it up on my next layover in a week at Crown 52.
