My understanding, from staff at Bonvoy hotels in Bangkok, is that the 10% does go to the staff but it is financial engineering to make up their salaries to the minimum wage required by the Thai authorities based on their nationalities.
This became a problem during the Great Plague when occupancies were low and the 10% pot did not provide enough additional funds to top up their salaries to the minimum wage so there was a risk the Thai authorities would notice this and get them sent back to their home countries.
Where this is related to the new RC in Bangkok is that at least one hotel owner stepped in to ensure the foreign staff were paid enough during this period to maintain their employment status. And that owner was... tadaa! Asset World Corporation - the owner of the new RC. I expect we will see some familiar faces at the RC when it opens and offers more career advancement opportunities to existing AWC employees.
