They are doing this for a reason, given a fair amount of attempted fraud by certain groups of guests. There are all kinds of abuse with IHG (and other chains) status & benefits going on and these guys have been burned. It is a small inconvenience I reckon, but if that deters you that's your call obviously. YMMV.
