What makes this a bit confusing is that AA goes above and beyond the OW rules and allows access on arrival. However, they are the exception.
Based on my experiences, this is a correct statement. I used to fly MIA - MAD - CMN (before Royal Air Maroc was part of one world). When I transferred onto an Iberia flight for the second leg, I was allowed access (using my AA status). However, when my second leg was on Royal Air Maroc (again, prior to their joining One World), I was denied entry.
