You cannot access the lounge by virtue of a same day arrival . If your MAD-BUD flight is on IB, you can access it. if your MAD-BUD is a separate ticket on an non-OW airline, then no.
What makes this a bit confusing is that AA goes above and beyond the OW rules and allows access on arrival. However, they are the exception.
