Hertz doesn't disclose the EV charging rate ahead of time, as they say it varies... but it should be on your rental contract they print out for you. If not then no I don't think that is legal. For the $25/$35 they may say you had to select that option at time of rental. But its Hertz... they don't even know their own policies.
