So was there a runway shutdown on Monday due to weather ? , and is this a valid reason for not paying compensation via UK261 ?

Any advice would be most welcomed.
That did happen (it's upthread somewhere). Bad weather damaged some of the lighting guiding on to the runway and also impeded the repair. I suspect this then led to the crew being late into Manchester, and with it the flight the next day as already suggested. If so, then BA for sure will not pay, and it is anyone's guess whether CEDR thinks all reasonable measures were deployed or not.
