I believe there is some TALK in the EU government about putting in a unified policy for a minimum standard for luggage, size weight, number of bags etc. But I also believe this is still just talk.
And i doubt it will stop any airline from giving you more/bigger if they chose. From what I have heard it is an effort to creat a minimum that works on all the airlines.

Now the question is will it ever happen? Who knows.
