The problem appears to be mapping UL's business-class onto QR's business-as-first - rather than QR first. It's a small cabin and the number of seats made available for QR's business-class through tickets, e.g. MAN AUH in P, probably sells out easily: QR wants to protect its ability to offer regional first-first at crazy prices.
