The 2L6N format came from CO's systems. The 3L5N format was introduced during the system merger for people who didn't have CO OnePass numbers and has been used for
all many new registrations since.
ETA: Apparently it wasn't as immediate a changeover as I thought. I know that I had several family members get 3L5N numbers in 2013-2014; not sure why they seem to have been a mix of 2L6N and 3L5Ns during that time.
Thank you, for me the confusion was always assuming after looking at hers that mine which has a ZERO or 0 as the 3rd character, I could never remember if it was letter O or the number zero. It is a zero.
