The 2L6N format came from CO's systems. The 3L5N format was introduced during the system merger for people who didn't have CO OnePass numbers and has been used for all new registrations since.
Both my wife and I have the 2L6N format. We did not have CO One Pass numbers. Perhaps, we were the early converters from pre-UA to post merger.
