The 2L6N format came from CO's systems. The 3L5N format was introduced during the system merger for people who didn't have CO OnePass numbers and has been used for all many new registrations since.

ETA: Apparently it wasn't as immediate a changeover as I thought. I know that I had several family members get 3L5N numbers in 2013-2014; not sure why there seem to have been a mix of 2L6N and 3L5Ns during that time.
