That is exactly what fully flexible tickets are for, and they are priced accordingly. An airline is of course free to implement whatever fare rules benefit them most. BA, for example, implement a small fee for the cancellation of even fully flexible tickets. QR have a three-hour rule, and this is listed in the fare conditions. Those airlines make the rules clear and one can choose whether the fare suits.

My question however is whether TK intend to apply this condition to international tickets, when it is only specifically listed on their website as a condition of certain domestic fares, and does not appear in the fare rules for any international fares I have looked at. I'll call them and ask, or try a travel agent.
