Not commenting on the legality, but the value one can put on MR differs from country to country, so beware of "US valuation".
Transfer ratio varies (for instance, 1 Belgian MR = 2/3 British Airways avios or 2/3 Delta Skymiles while 1 Dutch MR = 0.8 British Airways avios or 1/3 Delta Skymiles) as well as the range of partners: for instance, Miles and More is a partner in BE but not in the NL.
