Off-season is usually a few weeks after Larbor Day. For parking, drive down Niguel Road and take a right on Stonehill. You should be able to park there for free any time except for Friday's between 10am and noon due to street sweeping. The hotel also has a large SUV for a house car and can drive you within town for free on a first come first serve basis. So you could technically park in town and get a free ride.
I don't recall the pool temp. I believe it is heated. The hot tub is kept very hot.

Unless something has changed, RCSB usually has mixed reviews. Weather wise it's usually fairly pleasant in Dana Point that time of year. Not sure about SB.
