I stayed at the Hyatt Regency Tokyo for the first time last week. I do not know what Vicky's is/was (that is a restaurant?), but for Regency Club access, I was directed to the 9th floor. It seems like a proper Regency Club Lounge to me, and not just a temporary setup in a restaurant or banquet room.

The hours of the Lounge were fro 07:00 - 20:00. Breakfast and afternoon cocktail spread were good.
