This seems most reasonable to me. Nominate someone at Gold or wherever you are, but don't let the chain progress on so more than one person (immediate designee of the first person) gets 1k or whatever. My prior example upthread of spouses plus a kid seems on point. Likewise, enforcement of the address requirements or some additional method to verify same household (easy to say, I know).
