IMHO, sadly neither applies. He was not denied boarding; he didn't have a valid ticket for the flight due to a clerical error by LH. He will have to argue with them but I don't think any passenger bills of right will help.
Failing to reissue a ticket is a clear breach of contact & arguably a cancellation by default on the part of the issuer of the ticket, clear proof of that would be from the rebooking confirmation email.
