Yes - until I retire there with my wife... During COVID I had a special spouse visa -- otherwise for 15 years it's always tourist visa... We fly JL, NH and UA nearly monthly back and forth and have never been questioned -- but if OP is worried just purchase a flight before take-off and cancel once arrived -- that satisfies all of the legal requirements if questioned...
