I was able to add my new Barclays Hawaiian card to my Google Pay account from within the Barclays app more or less right after I was approved, and long before the physical card arrived. And I could use it just fine. So perhaps you could have the physical card shipped to “your” US address and then use a mobile wallet to use the account until you are able to get the physical card.
