Niddastr. (=street address of the Niu under discussion) is often considered the worst of the entire Bahnhofsviertel. Despite having never stayed at the Niu, I would discourage FT'ers from doing so solely based on its location.
I know those streets from stays at other hotels and travels with Deutsche Bahn. Well, I do not agree with your conclusion to avoid that street or place generally. You should not fear those junkies - where would that get us - and prostitution is a legal business in Germany, and we are free to say no to any offer.
But be sure as a German I also do not agree if visitors get such an impression of that Frankfurt district and expect the public authorities to act accordingly and clean up the mess with zero tolerance policy.
Finally, I will have a stay at the Niu HI in October and report here about my experience and do a short walk midnight in the area to see what is going on.
